A foreign worker, or the wife of a foreign worker that is hospitalized in order to give birth is entitled to have her hospital expenses covered by the National Insurance Institute.

Who is Eligible?

  • A foreign women, who is not a resident of Israel, is entitled to a birth grant, on condition that she gave birth in Israel and meets one of the following conditions:
    • The woman worked in Israel legally during her pregnancy.
    • The woman's husband was employed and worked in Israel for at least 6 months before the birth.
  • This right does not apply to Palestinians and residents of Judea and Samaria.

How to Claim It?

  • The worker should go to the National Insurance Institute branch up to two months before the birth to make sure that she is entitled to the coverage.
  • For those eligible, the hospital expenses will be paid directly to the hospital by the National Insurance Institute.
  • A woman who paid the paid the hospital accidentally or under pressure is entitled to be reimbursed. For this purpose it is very important to save all of the receipts of payments made.

Additional Rights

  • All mothers are entitled to receive a birth certificate when they are discharged from the hospital.
  • Foreign workers that give birth in Israel are entitled to a [[Maternity Grant for a Foreign Worker|maternity grant].
  • The worker is entitled to maternity leave during which she receives maternity pay.
  • The worker is required to arrange her post-birth stay in Israel by requesting a B2 permit (a permit without permission to work) for 14 weeks from the day she gives birth. After this period the worker will have to leave the country or get a permit from the Population and Immigration Authority to stay in Israel with her baby.   • The Ministry of Health has a program to provide health insurance for children of non-residents living in Israel. Foreign workers can insure their children and receive the services that are parallel to the services given to the children of Israeli residents.
