Introduction:

There are 6 levels of the Long-Term Care Benefit, determined by the extent of dependency the recipient has on other people or the extent of supervision he needs.
The Level 3 Long-Term Care Benefit grants 12 weekly care hours (service units) to those employing a foreign worker and 15 service units to those employing an Israeli caregiver. Those entitled to a reduced benefit amount because of their income amount are eligible for half the number of service hours
You can receive a monetary benefit for up to 4 of the service units (819 NIS) or 5 service units (1,024 NIS) with approval from the social worker

The level of Long-Term Care Benefit is determined by the extent of dependency the recipient has on other people or the extent of supervision he needs (based on the results of the ADL Dependence Test).

  • The Level 3 Long-Term Care Benefit provides 12 weekly care hours (service units) with a personal foreign caretaker at home or 6 weekly care hours (service units) for those entitled to a reduced benefit amount because of their income amount.
  • A level 3 long-term care benefit recipient that employs an Israeli caregiver is entitled to an additional 3 hours of weekly care totaling 15 hours. Those entitled to a reduced benefit because of their income amount will receive an additional 1.5 weekly hours, totaling 7.5 hours.
Example
  • A senior is entitled to a level 3 benefit, determined by his level of functioning and he employs an Israeli caregiver.
  • His monthly income is 10,000 NIS and therefore he entitled to a reduced benefit of 7.5 service units.
  • For someone that chooses to go to a day care center this is equivalent to approximately 2 hours of care (2 service units).
  • Level 3 Long-Term Care Benefit recipients are entitled to spend 5.5 days a week at an elderly day care center and those eligible for a reduced benefit due to income level are entitled to 2 days a week.
  • The benefit services given to a person are determined by the National Insurance Institute in accordance to the recipient's needs. For additional information see determining the make-up of long-term care benefit services.
  • Receiving a monetary benefit

    Converting service units to monetary payments

    • If you convert service units to monetary payments, each unit is worth 204.7 NIS.
    • Anyone entitled to a benefit of this level may receive:
      • Up to 4 service units in money (819 NIS).
      • Up to 1/3 of the service hours the person is entitled to - up to 5 service units (1,024 NIS), on condition that the National Insurance social worker approves it.

    Monetary benefit to directly employ a personal caregiver

    • In addition to the option to receive part of the benefit monetarily, someone that employs a personal caregiver (for at last 12 hours a day, 6 days a week) can receive the entire benefit monetarily:
      • The employer of a personal caregiver is entitled to receive the entire benefit in money in order to pay the caregiver directly, or he can choose to combine receiving a monetary benefit with other benefit services.

    Filling the remaining hours of a caregiver employed through a nursing care company so that he works full-time

    • In cases where the caregiver is employed through a nursing care company:
      • The scope of the job that is attributed to the nursing care company is determined based on the number of long-term care benefit hours that the patient is entitled to.
      • The scope of the job that is attributed to the patient are the remaining hours that are necessary in order to reach a full time job (beginning on 01.04.2018 a full time job is defined as 42 weekly hours or 182 monthly hours).
    Example
    • A recipient is eligible for a Level 3 Long-Term Care Benefit.
    • As an employer of a foreign worker he is entitled to 12 hours per week of personal care from the National Insurance Institute. These hours which make up 29% of a full-time position (42) are funded by the nursing care company.
    • The patient needs to fund the remaining hours necessary for the caregiver to have a full-time job - 71% of the full-time amount.
    • The patient is responsible for paying 71% of the costs related to employee a caregiver and the nursing company is responsible to pay the remaining 29%

    How to Claim It?

    • After the benefit is approved and the person knows how many dependency points were established for the recipient, contact the National Insurance Institute to determine the make-up of the services that are appropriate for the recipient.
    • Choosing how to receive the services (monetary benefit, long-term care services or a combination of the two) can be done in one of the following ways:
    1. Contact the call center at *2637 on Sunday - Thursday between 8:00am - 5:00pm.
    2. Fill out the services that interest you on the choosing long-term care services simulator and print the choice form.
    3. Download, print and fill out the services choice form by hand.
    • After the request is received a social worker from the National Insurance Institute will contact the applicant.
    • The make-up of the services will be determined based on the recipient's needs and the opinion of the social worker.
    • The services will be provided to the recipient by a nursing care company that is authorized to provide services on behalf of the National Insurance Institute.
    • The recipient can choose (one or more) and contact service providers from the nursing care companies list that work in his area.
    • Someone who is interested in adding or changing services, or switching to a different service provider should contact them in the same way.
    • For those who chose a monetary benefit, the benefit amount will be paid to their bank account beginning the month after the choice was made. The benefit will be paid each month by the 28th of the month.

    Tip
    • Private nursing care agencies provide temporary care services before the final decision regarding a patient's long-term care eligibility is given. This service is given free of charge and without any commitments.
    • You can check which agencies provide this service through the hospital social workers, in the HMO social services departments or in the National Insurance Institute branches.
