Introduction:

The Mental Health Rehabilitation Basket (סל שיקום - Sal Shikum) includes various treatment options and services related to housing, employment, education and leisure

The services provided as part of the Mental Health Rehabilitation Basket are pursuant to the The Rehabilitation in the Community Law and the Ministry of Health is responsible for providing them.

  • The Rehabilitation Basket is customized for each eligible recipient who may receive one or more of the services detailed below.
  • Those for whom a regional rehabilitation committee has determined a rehabilitation plan receive a listing of approved service providers in their area of residence.
  • Eligible Rehabilitation Basket recipients may visit different service providers/treatment options and talk with the staff in order to determine the most suitable options.

Example
Someone who has been referred to live in shelter housing will receive a listing of all of the approved sheltered housing facilities in his/her area and may then visit them in order to determine which is the best fit.

Who is Eligible?

How to Claim It?

  1. Establishing Disability - First a person needs to be recognized as having a disability due to mental health. Establishing medical disability based on mental health can be done in one of two ways:
    1. During the process of making a claim for a disability benefit by the National Insurance Institute. This determination is also relevant in order to receive a disability benefit and additional entitlements.
    2. By going through a psychiatrist that is certified for this. Disability established by a psychiatrist is relevant only to receive rehabilitation basket services.
  2. Construction of a Rehabilitation Program
    • The rehabilitation program, which will be submitted to the Regional Rehabilitation Committee (see next step), will be built jointly with the mental illness patient and the care-giving entity, which can be any of the following:
      • A psychiatric hospital.
      • Clinic/mental health station.
      • Social services.
      • Community rehabilitation framework.
      • Private treatment professional (from one of the following treatment professions: social worker, occupational therapist, psychiatrist, psychologist, registered nurse).
    • In cases where there is no treatment professional that helps the mental illness patient, the mental illness patient can fill the application forms for the rehabilitation committee independently, including the form filled by the attending psychiatrist doctor.
  3. Regional Committee for Mental Health Rehabilitation
    • Contact the Regional Committee for Mental Health Rehabilitation.
    • Application to the rehabilitation committee can be made by the care-giving entity, the mental illness patient independently, or by a relative of the mental illness patient.

  4. Receiving Rehabilitation Services
    • After approval of the rehabilitation services basket, the mental health patient and the caregiver will be able to examine all frameworks and choose the the framework(s) and/or appropriate services that provide solutions for the rehabilitation program (For more information see the following paragraph - Rehabilitation Basket Services).
    • After selecting the appropriate framework and contacting it, the applicant will begin implementation in accordance with the prescribed rehabilitation program.

Rehabilitation Basket Services

Employment

  • Rehabilitation Basket services include employment rehabilitation options - Vocational rehabilitation clubs and sheltered factories.
  • Individuals who have found to be suitable may be integrated into a regular work environment by means of supported employment.
  • Business Initiative, anyone interested in starting a business can receive rehabilitation support and guidance, as necessary and without time limit. The service is provided in cooperation with the Agency for Small Businesses and The Joint Israel.
  • Employment initiatives: work in projects such as coffee carts or stalls in malls operated by non-profit organizations or businesses. Combining rehabilitative assistance for employees to cope in the workplace and communication with the public. Employees receive rehabilitation allowance depending on the venture's profits.
  • For those eligible, it is possible to integrate as a rehabilitation worker within the Rehabilitation System as part of the "Program for Consumer Service Providers".
  • A referral for professional assessment may be obtained as part of the National Insurance Institute's entitlement to vocational rehabilitation. Assistance in financing studies may also be give to those for whom it is relevant for.

Housing

  • As part of the Rehabilitation Basket, recipients may be referred to one of the sheltered housing options in the community, and receive funding towards the rehabilitation activities within it. These options include hostels and sheltered housing facilities. Each framework has different levels of staff supervision/guidance.
  • Individuals living alone or with their family may receive the following assistance services:
    • Mentoring services - Assistance from a counselor whose job is to help develop social skills and find suitable recreational activities.
    • Support aide services - Assistance from a counselor whose job is to help develop housekeeping skills such as shopping, making appointments, cooking and cleaning.
  • Individual residents within the community can receive assistance in the purchase of basic home furnishings.
