The Foundation Optical Center subsidizes hearing devices for seniors and children in accordance with the eligibility criteria.

Service Providers

The Foundation Optical Center in cooperation with the Jerusalem municipality, The Beit Zusman Center for the Hearing Impaired, and Bekol.

Target Audience, Conditions of Eligibility and Required Documentation

Children, Youth and Soldiers

  • Children and youth ages 6-20 whose families meet one of the following criteria:
    • Family income does not exceed 1800 NIS per month per person (not including married children). Applicants must present their last three payslips. If one of the spouses does not work, documentation from the National Insurance Institute must be provided. Those studying in yeshiva must bring documentation from the yeshiva indicating the learning stipend received.
    • Children with disabilities - Must present Certificate of Disability.
    • Families recognized by a social services office as having special socio-economic needs - Must present relevant documentation.
    • Families receiving income support (an income supplement) - Must present the last three bank statements.
    • Victims of hostile acts - Must present relevant documentation from the Ministry of Defense.
    • Lone soldiers/soldiers entitled to aid/soldiers with a work permit.
  • It is important for applicants to come with their national identification card (teudat zehut) including the attachment (sefach) where their children's information appears.

Ages 18-60

  • Students who do not work - Must present a valid student ID card and up-to-date documentation from the National Insurance Institute indicating that they do not work.
  • Those who are officially recognized by a social services office as having low income must have documentation regarding their level of entitlement or, alternatively, a letter from a social worker detailing that they have economic difficulties justifying aid.
  • Those with the following monthly income levels:
  1. Individuals: Up to 4300 NIS
  2. Couples: Up to 8600 NIS
  3. Families: Up to 1800 NIS per family member
Calculation of average income includes children up to age 18. For individuals, details of bank account activity for the past 3 months must be provided, while for couples and families, this information must be provided for both partners.
Individuals and couples (if relevant) must also bring payslips from the past three months. Applicants without a payslip should contact the center to see which documentation is required.

Age 60 and Older

  • Old Age Pension and/or pension recipients whose monthly income does not exceed 3000 NIS for an individual or 4000 NIS for a couple must bring their last three bank statements.
  • Holocaust survivors.
  • Families recognized by a social services office as having special socio-economic needs - Must present relevant documentation.
  • Victims of hostile acts - Must present relevant documentation from the Ministry of Defense.
  • People with disabilities - Must present their certificate of disability and documentation from the National Insurance Institute indicating the level of incapacity.

How to Receive This Service

  • In order to receive the service one must check that the criteria for eligibility exist.
  • An appointment may be made to check eligibility by calling 02-6303206, extension 6 (Sun-Thurs from 09:00 until 18:00).
  • Applicants must come with a prescription from an ear, nose and throat (ENT) doctor, the latest hearing test results, and all required documentation to prove eligibility as detailed above.
  • A professional hearing test will be performed at the center, as well as a hearing device fitting in exchange for a nominal fee.
  • The center is located at Havatzelet St. 21 in Jerusalem.
  • During holidays there are no reception hours or telephone service.
